Maintaining current contact information helps the board and its committees reach owners and tenants with important board announcements as well as during emergency events such as a water/gas main break or to report storm damage to vehicles or other property.  Each owner and paying tenant should complete a separate form.  Non-resident owners should enter their address at the end of the form.  Note: You do NOT need to have a Google account in order to update and submit the form.

SECOND LEAF PICKUP SCHEDULE UPDATE



CARDINAL WILL BE WORKING IN THE CLUSTER ON MONDAY DECEMBER 18 AND TUESDAY DECEMBER 19.

IMPORTANT NOTE:  CLUSTER COMMON AREAS ADJACENT TO THE STREAM VALLEY AND TO THE CLOSED RA PATH, WHICH ARE NOT ACCESSABLE TO CARDINAL TRUCK AND LEAF REMOVAL EQUIPMENT, WILL BE CLEARED UPON COMPLETION OF THE STREAM RENOVATION.


COMPLETION OF STEAM VALLEY RENOVATION IS ANTICIPATED MID-TO-LATE JANUARY 2018, (WEATHER PERMITTING). THE WORK IS CURRENTLY ON SCHEDULE.

Just a friendly reminder

Please Avoid Using Rock Salt on Cluster Sidewalks and Pathways
Rock salt is incredibly damaging to concrete surfaces. With the advent of winter weather, the Cluster Board would like to urge you to consider alternatives to rock salt as a means of controlling snow and ice near your house. Rock salt is not only damaging to concrete, it also can have significant adverse effects on pets and plants. Here are the recommended alternatives, in order of preference:
1. Sand
2. Pet-friendly products, such as Safe Paw (see below)
3. Magnesium chloride
4. Potassium chloride
5. Calcium chloride

Stream update

Please find the below listed items discussed at today’s site meeting. Feel free to contact me with any questions or concerns regarding these minutes. So far things are progressing well and I am happy with the communication within the team.

Schedule
·         Weekly meetings will continue to be held at the stock pile area weekly on Wednesdays at 8:30;
·         Orange fence and construction entrance are installed;
·         Clearing is completed;
·         Stream Construction 12/1-1/31/18. Second crew the week of 12/4. Construction will commence at the top of the main channel on 12/1 and in tributary 1 the week of 12/4;
·         Equipment and material deliveries to commence immediately.

Site Access
·         No issues with parking or community at this time. Ongoing communication will be necessary as the project progresses with the HOA liaisons.  
·         Orange fence will be strung across construction entrance when construction is NOT active, to prevent pedestrian traffic.

Clearing
·         Discussed again- T38662 (holly on the upstream side of the confluence of main stem and trib 3) to remain if possible. We will revisit as construction gets closer to this tree. The flagging was removed today to prevent premature removal;
·         Karen and Charlie requested to keep a group of small hollies along the right bank of trib 3 if at all possible. We will revisit as construction gets closer to these trees.

General
·         A work order for removal of the light along the trail has been placed. Bob Hayler is the POC. Work has been scheduled;
·         TDS will remove the garbage can along the trail at the top of the site and replace after construction is complete;
·         The first contractor on site in the morning is responsible for closing the gates along the pedestrian pathways and the last contractor to leave the site for the day is responsible to open the gates in the evening;
·         WSSI provided PPE for HOA liaisons’ during construction meetings. It is best if they do not enter the site during construction for safety reasons;
·         Bridge permits are still in county review but we still anticipate installation in early January. I will provide the HOA with the maintenance and projected life of bridges for future maintenance budgeting;
·         The current alignment of the step pool at station 11+10 will result in a portion of the left bank of the structure will be on Sunderbriar property. A request to adjust the pool to the right was made to keep the activity off the Sunderbriar property.
·         Design team will review restoration activity at station 10+00 - 10+35 main stem due to proximity of ornamental tree;
·         The concrete at the construction entrance has a crack, that was present prior to construction activities. This concrete will likely be replaced at the end of the project due to construction traffic;
·         TCOT is working with Waterview Cluster to have several trees removed off site. Rick will coordinate with TDS for access to these trees through Lake Anne West construction site. This work should be done sooner than later.

If you'd like your leaves picked up at this time, please rake them into piles either in the street along the curb or to common areas, but be careful not to pile them at storm drains.

AFTER THIS SECOND and FINAL SCHEDULED LEAF PICKUPON DECEMBER 11 AND 12, RESIDENTS ARE REQUIRED TO BAG THEIR LEAVES AND PUT AT CURBSIDE FOR REGULARLY SCHEDULED WEDNESDAY YARD WASTE PICKUP

RESIDENTS ARE NOT TO LEAVE UNBAGGED LEAVES ON CLUSTER COMMON AREAS. THEY WILL NOT BE PICKED UP!

Stream Renovation Update

Please find the below listed items discussed at today’s site meeting. Feel free to contact me with any questions or concerns regarding these minutes. So far things are progressing well and I am happy with the communication within the team.

Schedule
·        Weekly meetings will continue to be held at the stock pile area weekly on Wednesdays at 8:30We will not have a meeting on November 22nd.
·        Work will not occur on site November 23 or 24 due to the Thanksgiving Holiday
·        Orange fence and construction entrance are installed;
·        Clearing upstream of the construction entrance and tributary are complete. Completion anticipated November 29th.
·        Stream Construction 11/27-1/31/18.

Site Access
·        No issues with parking or community at this time. Ongoing communication will be necessary as the project progresses with the HOA liaisons.  
·        TDS will install a 4’ gate at the Tributary 3 bridge

Clearing
·        Discussed again- T38662 (holly on the upstream side of the confluence of main stem and trib 3) to remain if possible. We will revisit as construction gets closer to this tree. The flagging was removed today to prevent premature removal;
·        Karen and Charlie requested to keep a group of small hollies along the right bank of trib 3 if at all possible. We will revisit as construction gets closer to these trees;
·        TCOT is to repair orange fence damaged during clearing operations.

General
·        A work order for removal of the light along the trail has been placed. Bob Hayler is the POC; Meeting to be held November 16th at 1:00.
·        TDS will remove the garbage can along the trail at the top of the site and replace after construction is complete;
·        The first contractor on site in the morning is responsible for closing the gates along the pedestrian pathways and the last contractor to leave the site for the day is responsible to open the gates in the evening;
·        WSSI provided PPE for HOA liaisons’ during construction meetings. It is best if they do not enter the site during construction for safety reasons.
·        Bridge permits are still in county review but we still anticipate installation in early January. I will provide the HOA with the maintenance and projected life of bridges for future maintenance budgeting.
·        Rick will consider providing additional pieces of equipment to aid the clearing operation in the removal of felled logs chipper.
·        TDS will have a Porta potty delivered to the site this week.

Schedule
·         Orange fence and construction entrance are installed;
·         Clearing has begun and is anticipated until 11/29 (Staging area, Trib 1 and top of main stem to be completed first);
·         Stream Construction 11/20-1-1/18/18.

Site Access
·         1 parking spot adjacent to Construction Entrance will need to be reserved/ blocked off. No complaints as of the time of the meeting.

Clearing
·         T38662 (holly on the upstream side of the confluence of main stem and trib 3) to remain if at all possible. We will revisit as construction gets closer to this tree. The flagging was removed today to prevent premature removal;
·         Karen and Charlie requested to keep a group of small hollies along the right bank of trib 3 if at all possible. We will revisit as construction gets closer to these trees;
·         TCOT is to repair orange fence damaged during clearing operations.

General

·         RA pathway crew will no longer be maintaining the trail within the LOD;

On Friday Oct 27 Charlie and Karen (liaisons) met on site with WSSI and Nicki Belleza, RA Watershed Manager. We reviewed the white-ribbon staked areas, which did not reflect changes made after the original plan was produced. We also reviewed requests for modifications that would preserve valuable trees, and discussed plant rescue for which we needed RA assistance. Final marking of tree-save areas, reflecting updated and requested changes, will be done this week of Oct 30th. Those markings will be made using orange snow fencing, which will better protect the save areas during construction. Plant rescue will also be done week of Oct 30th in cooperation with RA.

TAKE NOTE: Clearing is scheduled to begin week of November 6th and is anticipated to take a couple of weeks. Reston pathway running along the stream will be marked by RA sandwich boards as closed. Please take other routes.

REPUBLIC HOLIDAY TRASH SCHEDULE


Mark Your Calendars!

The 2017-18 Holiday schedule will be as follows:

Thanksgiving – Thursday, November 23rd
·         All communities that are serviced on both Monday and Thursday for trash will be serviced on the next service day, Monday, November 27th

Recycling will  be picked up Monday, November 27.



Christmas – Monday, December 25th
·         All communities that are serviced on both Monday and Thursday for trash will be serviced on their next service day, Thursday, December 28th
·         This week begins the off season and all yard waste will now be serviced with the trash 

New Years – Monday, January 1st
·         All communities that are serviced on both Monday and Thursday for trash will be serviced on the next service day, Thursday, January 4th.

·         All communities that are serviced on Monday for recycling will be serviced on Saturday, January 6th (for recycling only).

Christmas Trees -
·         Communities with regular yard waste service on Monday or Tuesday will receive Christmas tree pickup on Saturday, January 6th and 13th.
·         All other communities will receive Christmas tree pickup on their regularly scheduled yard waste service day during the 1st two weeks in January.

The information provided in this email will supersede any additional notification you may receive.
